For websites, there are very few options available, and unless another company steps up to offer a free website, one might have to either rely one WordPress.com option, or consider acquiring their own domain.
Satellite Internet Service is not available to apartments unless that apartment has a private terrace space. Balconies are not acceptable. This is a safety issue. However, apartment buildings should have a good internet infrastructure within the building, so there should be options beyond DSL service. If that is the case, then Ka-Tel maybe their only option.
