Under the NSC, all telephone plans must offer unlimited domestic calling. Since the outgoing calls are not metered, there is simply no reason to have an infrastructure for toll-free numbers. With that in mind, one could call to the other side of the nation and it will cost the same as calling a toll-free number next door. With that in mind, there is no need to provide a “toll-free” number. In the US, and many other countries 800 is usually toll-free, however since there is no need for toll-free numbers, 800 is just a business number.
