As mentioned, telephone communications is an essential resource. This means that there must be affordable plans in place to allow even poor people to access the service. With this in mind, and considering Ka-Tel is a government owned business, this should be simple enough. Upgrades to the network does not only need to rely on profits of the company, but instead funded by national taxes. This will apply to both landlines, and cellular phone services. Ka-Tel’s phone service is prepaid only. This means you pay for the service that you will use.
To get phone service, the customer will log in to their Ka-Tel account, and go to Services > Telephone > New Line. All customers can have up to 1 fax line, and 9 voice lines. The Fax line will cost the same as the SIP account. This will either be $10, or $15 depending on where the customer lives.
Voicemail Service ($0)
For anyone that set up an account, but do not have the financial resources can choose for a voicemail only account. Once setup, they will go through the tree as noted above, and choose Voicemail as the service line. This will mean that all telephones with their NIN+z will be voicemail only. Once they are willing to upgrade, the customer can choose the last number they wish to be used. Since voicemail service is free, this means everyone with an NIN will be able to have a voicemail line. Voicemail Only services is not available for businesses. They must have at least one phone account. When the account owner calls from another phone, they will press * during the announcement, enter their PIN, and from there, they can access their voicemail features and services.
Pager Services ($5)
Pager services is the next option up. As with all phone options, there is a unified voicemail solution. This will cause the pager to sound off with any time a voicemail is left. They can also receive pages with other numbers as inputed by the caller. Obviously, a person will have to let the caller know it is a pager line if that is something they wish to disclose.
Domestic SIP Unlimited ($10)
The subscriber can have an unlimited SIP account which will provide the subscriber with a great deal of flexibility. They can choose to use an ATA and a POTS telephone, use a SIP client, or use a Wifi Phone. All of the features provided will also be applied to SIP accounts unless otherwise stated.
The subscriber can choose to also acquire a fax line. However, they must designate that the new line is a fax line. This is because all fax lines will end in 0. This allows the caller to know that if they call a number ending in 0, then they will be calling a fax line. The subscriber will either need to use an ATA, or a compatible FOIP (Fax Over Internet Protocol) device. The subscriber can also choose to use Ka-Tel’s e-Fax service. With this in mind, the email address on file will be used to send faxes which are converted to .pdf before emailing the fax to the user. If they wish to send a fax, they will send it to telephone-number@fax.ka. International faxes will cost extra, and the subscriber must also include the country code any time they send a fax through this method.
International SIP Unlimited ($15)
International SIP Unlimited plans are for service beyond the borders of the nation. Since all terrestrial telephone services are SIP only, this means the customer will just need the credentials to setup their SIP device to make an receive calls. As for the n11 numbers that can be called, the only options are 011, 111, 411, and 611. All other n11 numbers are intended for domestic calls only. All domestic calls will work just fine. This is because the calls are carried through the internet. They just have to deal with any data caps their ISP may impose on them.
Domestic Cellular Unlimited
There are 5 variations of this plan. All variations will offer unlimited outgoing calls to anywhere in the country. International, 411, and premium rate calls are extra charges. The subscriber will choose the data plan that is right for them, and features will all be the same with exception to the data throttle. Those that chooses lower rates will be reduced to those speeds. This is to encourage acquiring higher rate plans, even though the entire network will be 5G.

Obviously, the higher the capability, the easier it would be to do network demanding tasks such as watching high definition videos online. Unlike carriers in other countries, Ka-Tel must be agnostic in how the data is served. Therefore, someone paying for the highest rate plan will not be throttled for 480p when watching a Youtube video.
International Cellular ($10/day)
For those that may wish to travel, they might want to continue to use their line while abroad. Ka-Tel can offer a 4G plan for $10/day, and cellular calls at 25ยข per minute when calling a Kaldan number. Other international rates will have different costs. Wifi Calling does not incur a charge unless calling internationally. This means if the hotel room the Kaldan citizen is staying in supports Wifi, then the citizen can make calls from the hotel room back home at no extra charge. The $10/day applies to data services at 15MBPS.
